Longevity of the Youth Alcohol and Drug Abuse Prevention Project

1984 ----------- Colleagues from the Virginia Department of Education (DOE) and the Virginia Department of Mental Health, Mental Retardation, and Substance Abuse Services (DMHMRSAS) brainstorm ideas for involving youth in substance abuse prevention efforts.

1985 ----------- During the weekend of March 15-17, 1985, a youth summit is held for approximately 40 teenagers and adults from across Virginia. This summit is held at Graves Mountain Lodge in Syria, Virginia.

These youth identified the following issues as being important to them: getting along with others and parents; school achievement; alcohol abuse; loneliness; use of illegal drugs; career choices; and drunk driving.

The Youth Alcohol Abuse Prevention Project (YAAPP) is created and its first statewide conference is held in July on the campus of Roanoke College. This event is funded though a grant from the Virginia Department of Motor Vehicles (DMV). Conference attendance is approximately 200 high school students and adults. Youth who participated in the March weekend event participate in the July event as mentors named Team Leaders.

1986 ----------- Approximately 250 students and adult attend the 2nd annual YAAPP conference that is held on the campus of James Madison University in July. Youth “Team Leaders” are referred to as Youth Leaders.

The Virginia Department of Education becomes the lead state agency coordinating this project with support from DMHMRSAS and DMV. As a result, DOE coordinates both the statewide conference and multiple regional events for school division personnel, community leaders, and youth by 1987.

1987 ----------- Drug prevention is added to the mission of YAAPP. The project becomes known as the Youth Alcohol and Drug Abuse Prevention Project (YADAPP).

The 3rd annual YADAPP conference is held on the campus of Mary Baldwin College in July. The statewide conference remains at this location through 1990.

1988 ----------- A second level of youth leadership, the Junior Staff, becomes a part of the 4th annual YADAPP conference. This level of youth leadership is used to mentor and compliment the leadership shown by the Youth Leaders.

1989 ----------- High schools are encouraged to send teams of four students and one adult to the 5th annual YADAPP conference. This move increases conference participation.

1991 ----------- The 7th annual YADAPP conference is held on the campus of Roanoke College in July. The conference remains at this location through 1993.

1994 ----------- The YADAPP project celebrates its 10th anniversary on the campus of Longwood College in July. By 1994, the project is training approximately 500 youth and adults from across Virginia each year. The conference remains at this location through 2000.

1996 ----------- The Strategies To Act Now (STAN) planning process is created by the 1996 Junior Staff. Prior to the STAN plan, law enforcement officers had facilitated an action planning process at the conference. The 1996 Junior Staff had the idea of involving youth in this process in order to demonstrate youth leadership for the high school participants.

1998 ----------- By YADAPP 1998, the Virginia Department of Alcoholic Beverage Control (ABC) becomes involved in the planning and coordination of the project. In the following years, the project receives coordination and support from the Governor’s Office for Safe and Drug-Free Communities. With support from DOE and ABC, the Governor’s Office coordinates the project through YADAPP 2001.

2001 ----------- The 17th annual YADAPP conference is held on the campus of James Madison University in July. This event is sponsored by the Governor’s Office for Safe and Drug-Free Communities and co-sponsored by ABC, DOE, DMV, and the Virginia Tobacco Settlement Foundation.

2001 ----------- The conference intern role was officially created by YADAPP 2001 when six former Junior Staff members are given additional roles in facilitating and leading the conference.

2002 ----------- By YADAPP 2002, the Virginia Center for School Safety (VCSS) of the Virginia Department of Criminal Justice Services (DCJS) becomes the lead coordinating agency with continued support from the Governor’s Office, DOE and ABC.

2003 ----------- The Governor’s Office for Substance Abuse Prevention (GOSAP) provides funding and support for YADAPP 2003-2005 through its KIDsafe Virginia initiative.

2004 ----------- In 2004, YADAPP celebrates its 20th anniversary on the campus of Longwood University where it has been located since YADAPP 2002.

2008 ----------- With continued support from GOSAP, DCJS coordinates YADAPP 2008 on the campus of Longwood University.

YAAPP 1985

The First annual Youth Alcohol Abuse Prevention Project (YAAPP) Conference was held in mid-July at Radford College - now known as Radford University. Sponsored by the Virginia Departments of Education and Mental Health, Mental Retardation, and Substance Abuse Services with a grant from the Virginia Department of Motor Vehicles, the conference consisted of informational and energizing workshops that helped teams of students develop an action plan for their school and community. The focus of the action plan was to prevent alcohol use, abuse, and drunk driving among their peers. The 197+ participants in attendance heard presentations that challenged them into action.

1
